The game is basically bricked if you have a bounty on your head and you are off a UC System To clear it off Go to Akila City, pay off bounty near the bar. You are welcome.

Akila City very often crashes for me when I travel there, and sometimes when I save within the city (Series S). Once I re-open the game, traveling there works fine.
