It would probably be best to stick to the self-guided tours as both tours require some climbing, especially the engineering tours as you are going down into below quite a ways and most of the engine room is metal grate for flooring. The CIC tour is mainly climbing up to the bridge, but easier than going down.

Is it handicap accessible and can one use electric scooter?

You can for the museum part (Nauticus), but I believe it would be hard to negotiate the ship in a scooter.
